Lightweight observability hooks. Core components (
RetryEngine,
CircuitBreaker) notify registered CrdbEventListeners
of retries, exhaustion, and circuit trips, and keep process-wide counters.
This is the seam the Cockroach Aegis exhaust (in the continuum
module) attaches to, with no hard dependency when Aegis is disabled.
